2013 Property Assessment Roll

WASHINGTON, D.C. – July 2, 2013 – (RealEstateRama) — Assessor-Recorder-County Clerk Dennis Draeger signed the annual property assessment roll today. The assessment roll contained 817,635 parcels and is valued at $167,498,015,331. This is a net increase as compared to the 2012 assessment roll of 3%. A significant reason for the increase was the improvement in the real estate market and the recovery of values previously reduced under decline in market value provisions.

The Office of the Assessor locates, inventories, and sets values for all taxable property within San Bernardino County. With the exception of certain State-assessed properties and other specified properties which are designated as exempt from taxation by law. Mr. Draeger noted the assessment roll showed a slight recovery in the market value of real estate in San Bernardino County. Some incorporated cities saw slight increases in assessed value such as Adelanto (+4.7%), Hesperia (+4.3%) and Rialto (+3.9%). A total of 19 of the 24 incorporated cities saw slight increases. Other cities are still suffering declines such as Barstow (4.6%), Twentynine Palms (1.8%) and Needles (1.7). Yucca Valley and Big Bear also saw slight decreases. The San Bernardino County Assessor’s Office reviewed approximately 160,000 properties under decline in market value provisions (Prop 8) while preparing the assessment roll. This provision allows the Assessor to temporarily lower assessments when the market value on January 1 is lower than the factored base year value. The real estate market in San Bernardino County has started to recover from historic lows experienced over the last few years. This in turn has resulted in some property values to increase from the temporary reductions.
