HACLA’s Section 8 Program Earns HUD’s Highest Performance Rating

Agency Achieves 99% Score for Excellence in Administering Rental Assistance for Over 60,000 Los Angeles Households

LOS ANGELES, CA?- RealEstateRama –  The Housing Authority of the City of Los Angeles (HACLA) has earned the U.S. Department of Housing & Urban Development (HUD) highest performance rating for its administration of the Section 8 Housing Choice Voucher Program— one of the largest rental assistance programs in the nation. HACLA received an overall score of 99 percent, placing the agency in HUD’s “high performer” tier for program management and delivery.

HUD assesses Public Housing Authorities each year through the Section Eight Management Assessment Program (SEMAP), a comprehensive evaluation how effectively agencies manage waiting lists, verify income, conduct housing quality inspections, comply with federal regulations, and help families secure safe and affordable housing. High ratings reflect strong oversight, operations and program integrity and allow HUD to direct additional support.

The Section 8 program serves as a cornerstone of housing stability in Los Angeles, enabling families, older adults, and people with disabilities to access homes in the private rental market.  HACLA partners with over 13,000 property owners and housing providers to make this possible and make housing opportunities available.

“This is a significant achievement for our team, reflecting years of consistently meeting a standard of excellence in administering the Section 8 program for individuals and families who need affordable housing assistance in Los Angeles,” said Marcie Vega, Director of Assisted Housing Programs for HACLA. “HACLA manages the nation’s second largest housing choice voucher program, and this achievement is a testament to the staff’s commitment to the HACLA mission.”

HACLA was once again received points for de-concentration, which leads families with children in high-opportunity areas, providing access to better schools, higher-paying jobs, and safer neighborhoods with more amenities.  HACLA is one of only seven PHAs in the country participating in this demonstration.
