Hoeven Secures Commitments to Provide $1.8 Million For CVIC, Passed Legislation to Enable Improvements at LaGrave Place
Senator Discusses Efforts to Address Delayed DOJ Funding for Victim Services, Free Up Capital for Grand Forks Affordable Housing Project
GRAND FORKS, N.D. – RealEstateRama – Senator John Hoeven today held a roundtable with leaders from the Community Violence Intervention Center (CVIC) and the Grand Forks Housing Authority on his efforts as a member of the Senate Appropriations Committee to:
- Address funding delays at the U.S. Department of Justice (DOJ) and secure more than $1.8 million in federal funding to support the services CVIC provides to victims of violence.
- Hoeven and his team have been working with DOJ to resolve this issue, specifically working with Associate Attorney General (AAG) Stanley Woodward to move the process forward for the grants.
- Two of the grants have been officially approved and another grant has received conditional approval and will be finalized this month following Hoeven’s efforts, including:
- $725,000 from the Office of Juvenile Justice & Delinquency Prevention.
- $500,000 from the Office on Violence Against Women (OVW) Consolidated Youth Program.
- $555,000 from the End Violence Against Individuals with Disabilities program.
- Pass legislation enabling Grand Forks Housing Authority to make needed improvements to the LaGrave Place affordable housing project.
- Hoeven secured legislation in the Fiscal Year (FY) 2026 funding legislation directing the U.S. Department of Housing and Urban Development (HUD) to restructure or forgive the Grand Forks Housing Authority’s (GFHA) $2 million loan for the LaGrave Place project.
- The loan matured in 2017, with the GFHA subsequently applying for deferral of the loan repayment in accordance with the program’s regulations, but HUD has yet to act upon the application.
- LaGrave Place is a 66-unit affordable housing facility originally built in 1974, and the outstanding loan affects the GFHA’s ability to access private capital to make updates.
- By resolving the loan, Hoeven’s legislation will enable the housing authority to improve the building and enhance the quality of life for residents.
“Both CVIC and the Grand Forks Housing Authority provide vital services to this community and the surrounding region. CVIC needs to know this $1.8 million in funding will be in place so it can continue providing a full range of services to victims of violence. So, we went to work with DOJ to resolve the issue, and we appreciate AAG Woodward for his support in getting two of the grants approved and committing to finalize another grant by the end of May,” said Hoeven. “At the same time, the LaGrave Place is in need of updates, and that effort cannot begin until GFHA knows how much capital it will have available. That’s why we passed this legislation and are working with HUD to bring this loan to a close in a timely manner, so improvements at this affordable housing complex can start to move forward.”
