Dworkin, President and CEO of the National Housing Conference (NHC), released the following statement in response to the introduction of the HOME Reform Act of 2025 by Housing and Insurance Subcommittee Chair Mike Flood (R-Neb.) and Ranking Member Emanuel Cleaver (D-Mo.) of the House Financial Services Committee.
“The HOME program is critical to the production and preservation of affordable rental and homeownership opportunities in rural, urban, and suburban communities. It also provides states and local participating jurisdictions with much-needed flexibility to meet their unique housing needs. Chairman Flood and Ranking Member Cleaver’s HOME Reform Act makes meaningful reforms to the program that promote flexibility, streamline program requirements and regulations, and reduce barriers to entry. This proposal will reduce costs, promote affordable housing development and preservation, and support more homebuyers and renters. NHC looks forward to working with Congress to advance this legislation.”
Earlier this year, NHC submitted comments in response to the Subcommittee’s request for information on the U.S. Department of Housing and Urban Development’s HOME Investment Partnerships program. NHC’s priorities included preserving support for the HOME program, maintaining flexibility for use of funds by participating jurisdictions, streamlining requirements and regulations related to environmental reviews and inspections, and aligning the program with requirements of the Low-Income Housing Tax Credit Program. The HOME Reform Act integrates a significant number of these recommendations.
