Norton Announces Application Process for Defense Community Project Funding Requests

WASHINGTON, D.C. – RealEstateRama – Congresswoman Eleanor Holmes Norton (D-DC) today announced the process for entities in the District of Columbia to apply to her office for fiscal year 2022 National Defense Authorization Act community project funding, formerly known as earmarks. The rules established by the House Armed Services Committee limit projects to defense research, development, test, and evaluation and military construction. Under the committee’s rules, for-profit entities are not eligible.

The only eligible accounts are Research, Development, Test, and Evaluation, Army; Research, Development, Test, and Evaluation, Navy; Research, Development, Test, and Evaluation, Air Force; Research, Development, Test, and Evaluation, Space Force; Research, Development, Test, and Evaluation, Defense-Wide; Military Construction, Army; Military Construction, Navy and Marine Corps; Military Construction, Air Force; Military Construction, Defense-Wide; Military Construction, Army National Guard; Military Construction, Air National Guard; Military Construction, Army Reserve; Military Construction, Navy and Marine Corps Reserve; Military Construction, Air Force Reserve.

For research, development, test, and evaluation, requests must include:

  • The name and address of the recipient for the project.
  • A valid line number and program element number proposed to fund the project.
  • A description of the desired outcome of the project and how it would benefit the Department of Defense.
  • Information on required funding in future years and the sources of such funding.

For military construction, requests must:

  • Include a current DD1391 form provided by the military department or defense agency.
  • Be on one of the following lists provided by the Secretary of Defense or his designee:
    • Future Year Defense Program;
    • A Secretary-approved Unfunded Requirements or Unfunded Priorities List; or
    • A Secretary-approved cost-to-complete list; and
  • Be executable in fiscal year 2022, with 35% design complete.
