Apartment Markets Recede in the January NMHC Quarterly Survey

All four indexes in the January 2015 National Multifamily Housing Council (NMHC) Quarterly Survey of Apartment Market Conditions fell below the breakeven level of 50, indicating a decline over the past quarter. The last time Market Tightness (47), Sales Volume (46), Equity Financing (46) and Debt Financing (37) all landed below 50 was in October 2013.

Interior Department Transfers Additional $4 Million to Cobell Education Scholarship Fund

With its newest contribution, the U.S. Department of the Interior announced today that it has transferred $4 million to the Cobell Education Scholarship Fund (Scholarship Fund), bringing the total transferred funds to nearly $35 million. The Scholarship Fund -- funded in part by the Land Buy-Back Program for Tribal Nations (Buy-Back Program) and authorized by the Cobell Settlement -- provides financial assistance through scholarships to American Indian and Alaska Native students wishing to pursue post-secondary and graduate education, and training.

A new study by researchers from the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) and Lawrence Berkeley National Laboratory (Berkeley Lab) estimates that $2.2 billion in benefits came from reduced greenhouse gas emissions and $5.2 billion from reductions in other air pollution, in mid-range estimates, for state renewable portfolio standard (RPS) policies operating in 2013. Congresswoman Eleanor Holmes Norton (D-DC) today introduced a bill that would give the District of Columbia exclusive authority, like states, to grant clemency for criminal convictions under its laws. While D.C. law appears to give the mayor authority to grant clemency (D.C. Code 1–301.76), the U.S. Department of Justice (DOJ) has opined that the mayor’s clemency authority, if any, is very narrow, and that the President of the United States has authority to grant clemency in all D.C. criminal cases and exclusive authority for D.C. felonies.

Mr. Hagan has been in the housing credit business since the program began in 1986. He was the Director of Multifamily Housing at the Ohio Housing Finance Agency. In 1989 he founded the Ohio Capital Corporation for Housing (OCCH), where he was President for three years; OCCH went on to become the largest state equity fund in the country, investing more than $1.3 billion. He left OCCH to serve as president of the newly formed Banc One Community Development Corporation, making strategic housing credit investments throughout the bank’s market.
