McGovern, Bipartisan Group Urge HHS to Release Home Heating Assistance Funding
Congressman Jim McGovern (D-MA) was joined by Representatives Peter Welch (D-VT), Alma S. Adams (D-NC), and Lou Barletta (R-PA), along with 71 other Members of Congress in sending a letter to the U.S. Department of Health and Human Services (HHS) Secretary Sylvia Burwell to urge for the swift release of Low Income Home Energy Assistance Program (LIHEAP) funding. For the first time ever, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) are launching a demonstration program to offer a permanent home and supportive services to Native American Veterans who are experiencing or at risk of experiencing homelessness. The Tribal HUD-Veterans Affairs Supportive Housing (Tribal HUD-VASH) Program will combine $4 million in rental assistance from HUD with case management and clinical services provided by VA to serve approximately 600 Native American Veterans.
HUD PROPOSES RULE TO CLARIFY PROTECTIONS FOR VICTIMS OF HARASSMENT IN HOUSING
The U.S. Department of Housing and Urban Development announced today that it is issuing a proposed rule that would formalize standards for victims of harassment in housing to bring claims under the Fair Housing Act. The proposed rule, "Quid Pro Quo and Hostile Environment Harassment and Liability for Discriminatory Housing Practices under the Fair Housing Act," was published in the Federal Register today for public comment.

OPIC PARTNERS WITH LUMOS TO POWER NIGERIAN HOMES AND BUSINESSES
The Overseas Private Investment Corporation (OPIC), the U.S. Government’s Development Finance Institution, today signed an agreement recognizing a $15 million commitment by OPIC to finance Txtlight Power Solutions, Ltd. doing business as Nova-Lumos (Lumos), an off-grid electricity provider, to scale up a business that provides solar electricity to homes and small business throughout Nigeria. The signing was part of Secretary John Kerry’s Climate and Clean Energy Investment Forum.

Charles M. Oberly, III, United States Attorney for the District of Delaware, announced that Damien Piper, age 34, of Wilmington, Delaware, pled guilty today to violations of 18 U.S.C. § 666 (Theft of Public Funds). Piper, who will be sentenced on February 2, 2016, by the Honorable Gregory M. Sleet, United States District Judge for the District of Delaware, faces a maximum sentence of ten years in prison, a fine of $250,000, and 3 years of supervised release

Dr. Martin Keller Named Director of National Renewable Energy Laboratory
The Alliance for Sustainable Energy (Alliance) today announced the appointment of Dr. Martin Keller as director of the National Renewable Energy Laboratory (NREL) and president of the Alliance which manages the laboratory for the Department of Energy. Keller will officially join NREL in this role on November 30, 2015. Keller was selected following a highly competitive national search.
