$54.2 Million Parliament Fairfield Continues RHA’s Initiative to Grow, Diversify and Change the Face of Public Housing

Rochester, NY – RealEstateRama – Governor Hochul just announced that Rochester Housing Authority’s Parliament Arms and Fairfield Village public housing residences will receive $54.2 million to create and preserve 103 apartments in Rochester.

“We are excited with this news that allows RHA to move forward with our next public housing preservation project and grateful for the Governor’s commitment to create and preserve affordable housing,” said RHA Executive Director Shawn Burr. “In addition to increasing accessibility, the rehabilitation will also improve marketability, energy efficiency, and tenant quality of life,” added Burr.

Parliament Arms and Fairfield Village currently house 96 multifamily apartments, none of which are accessible. At Parliament Arms, the current eight-unit building at the rear of the site will be demolished and replaced with a 15-unit, fully accessible elevator building complete with an accessible community room. At Fairfield Village, three units will receive additions and alterations to be made ADA accessible.

The project will substantially rehabilitate 88 units at the two public housing developments and construct an additional 15 apartments for the 103 total affordable homes. Both Fairfield Village’s and Parliament Arms will undergo extensive energy efficiency upgrades and conversion to all-electric heating and cooling. Parliament Arms is located at 2120 St. Paul Street and Fairfield Village is at 35 Luther Circle, Rochester 14611.

Parliament Arms and Fairfield Village are both over 50 years old and require rehabilitation to extend their useful lives. High occupancy rates, low capture rates, and significant waitlists maintained by RHA demonstrate the considerable need to preserve these residences.

Parliament-Fairfield is being developed by RHA with development consultant Edgemere Development and general contractor Home Leasing Construction, Inc.

The funding is part of Governor Hochul’s $25 billion comprehensive Housing Plan that will create or preserve 100,000 affordable homes across New York State, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. The financing is made possible through New York State Homes and Community Renewal’s October 2023 bond issuance.
